It is a St Clair piece, but it is not signed, unless it is under the paperweight and I cant see it. Very Hollywood Regency style! Measures 17 inches tall to the top of the socket. Its very impressive in person. The paperweights are both in excellent condition, but the base glass piece does have two chips, see photos, I would think this piece could be replaced fairly easily, but my price reflects the two chips.
